  • Worked at SABIC for three years as a Legal Consultant, 1982.
  • Seconded by SABIC for two years of training with the Legal Counsel of the Government of Saudi Arabia in Washington, D.C., United States of America.
  • Obtained a license to practice law from the Ministry of Commerce (License No. 152) from 1982 to 1987, and subsequently from the Ministry of Justice (License No. 143/25) dated 10/11/1425 AH.
  • Worked for Zainal Industries Ltd. as a Lawyer, 1990.
  • Joined the Ministerial Committee at the Ministry of Industry and Electricity in 1996 as a Legal Consultant for the privatization of the electricity sector in the Kingdom. Contributed to drafting the Articles of Association and the Bylaws of the Saudi Electricity Company following the merger of the unified electricity companies in the Kingdom.
  • In 1998, an international and local consultancy consortium was formed in the legal, financial, and engineering fields to provide advisory services to both the public and private sectors in power projects under the name “Saudi Energy Advisory Group.” The consortium consisted of: PricewaterhouseCoopers as Financial Consultant, Clifford Chance as Legal Consultant, Sargent & Lundy as Engineering Consultant, in addition to Dr. Saleh Jamil Malaika’s office as Local Financial Consultant, and Adnan Mohammed Taybah’s office as Local Legal Consultant. I also served as a coordinating partner in the group, as these major projects involved more than ten contracts among project parties, requiring the expertise of global firms to draft them.
  • In 2000, an agreement was signed to provide our legal, financial, and engineering advisory services to Al Baraka Investment and Development Company for the development of a 380 MW power plant project. Technical and economic studies for the project were conducted.
  • During the same period, Al Baraka Company was qualified for the Shuaibah Power and Water Project without the presence of an international developer, due to the involvement of international consultants.
  • In 2004, a contract was signed with the National Titanium Dioxide Company (Cristal) in Yanbu Industrial City to develop a 750 MW power plant and a desalination facility with a daily capacity of 52,000 tons. Economic and technical studies for the project were carried out.
  • In 2006, we provided our advisory services for the development of a 2,400 MW power plant and a desalination facility with a daily capacity of one million gallons at our site in Rabigh Governorate. Technical and financial studies for the project were conducted, with the Saudi Electricity Company committed to purchasing the entire generated power.
  • In 2007, Emaar’s Dubai office requested our proposal to supply 340 MW of electricity and 70,000 tons of desalinated water per day to King Abdullah Economic City in Rabigh. We held meetings with the Dubai office in the presence of the engineering consultant Sargent & Lundy, MAN (Germany) for power generation, and Degremont (France) for water desalination. The plan was for us to finance and build the plant at our Rabigh site, establish a project company, and for King Abdullah Economic City to purchase only the electricity and water output. Power and water purchase agreements were to be prepared accordingly.
  • In 2008, we provided our advisory services in collaboration with Aloula Financial Services by signing an agreement with Nabaa Industrial Development and Investment Co. Ltd. to develop a 2,000 MW power plant and a desalination facility with a daily capacity of 600,000 tons at the company’s complex in Yanbu Industrial City, supplying around forty factories.
  • In 2022, Marnan Energy Company was established utilizing geothermal engineering technology for power generation and seawater desalination, and I was appointed as Vice President for Legal and Development Affairs.
